Request for Qualifications (RFQ) for Training, Technical Assistance, and Rating Assessment Services

DEC seeks to create a Prequalified Pool of Proposers (“Prequalified Pool”) from entities with excellent qualifications and demonstrated successful delivery in conducting training and technical assistance, and rating and assessment services, for family child care homes and center-based early care and education sites in three specific Core Areas: Child Development and School Readiness, Teachers and Teaching, and Program and Environment.

To complete this grant application, please review and submit the requested information below by November 22, 2024 at 12:00 PM.

February 12, 2025 – Due to the New Administration’s review of all Citywide procurement and contracts, the Notice of Intent to Establish Prequalified Pool will be delayed until further notice. Please monitor the DEC website for any updates.

January 16, 2025 — DEC is currently evaluating proposals. The due date for the Notice of Intent to Establish a Prequalified Pool has been pushed back to February 12, 2025

November 18, 2024 — We have made several updates to the application materials, including updates to the deadline for submission of required Letter of Intent and to Attachment B – Written Proposal. 

 
The pre-qualified consultant list will be active for a period of two years, meaning that any respondent included on this list will be eligible for contracting opportunities with the San Francisco Department of Early Childhood from May 12, 2025, to May 12, 2027. Contracts awarded during this timeframe may vary in length. Due to the diverse nature of the required services, the San Francisco Department of Early Childhood reserves the right to engage with any, none, or all of the pre-qualified respondents.
 
DEC will reach out as needed when relevant projects and programs arise that align with the services outlined in the RFQ and your specific areas of expertise detailed in your application. As part of the contracting process, you may be requested to provide additional materials and references or participate in an interview to evaluate your suitability for the specific services needed in any contract.
